What is Site Safety Training (SST) Card?

 

NYC Local Law 196 of 2017 will change the Construction Industry by requiring workers to earn a Site Safety Training (SST) Card in New York.  Before SST cards are required in 2019, workers will need to earn a Limited SST card

According to the NYC Department of Buildings, workers on most major construction sites must complete OSHA 10-hour safety training by March 1st, 2018.

When fully phased in by 2019, workers at job sites that require a Site Safety Plan (which includes sites that must designate a Construction Superintendent, Site Safety Coordinator or Site Safety Manager) must receive a minimum of 40 hours of training. Get the training you need today.

Site Safety Training (SST) card

Qualifications: 1 of 4 options:

OSHA 10 plus 30 hours of additional SST:

OSHA 10-Hour Class
8-Hour Fall Prevention
8-Hour Chapter 33 (Site Safety Manager Refresher)
4-Hour Supported Scaffold User
4-Hour General Electives
4-Hour Specialized Electives
2-Hour Drug and Alcohol Awareness

OR
OSHA 30 plus 10 hours of additional SST training:
8-Hour Fall Prevention
2-Hour Drug and Alcohol Awareness

OR
100-hour training program (such as an approved apprenticeship)

OR
“Prior Experience” (an option above, but if any training is more than 5 years old) plus 8 hours of additional SST training:
4-Hour Fall Prevention
4-Hour Supported Scaffold User

Expiration: 5 years
Renewal: within a year preceding renewal, attend 8 hours of SST training:
4-Hour Fall Prevention
4-Hour Supported Scaffold User

Temporary Site Safety Training (SST) card

Qualifications: Entry level card for workers who complete OSHA 10 Construction class.
Expiration: 6 months
Renewal: none

Limited Site Safety Training (SST) card

Qualifications: 1 of 4 options:
OSHA 30
OR
OSHA 10 plus 20 other hours of safety training:
8-Hour Fall Prevention
8-Hour Chapter 33 (Site Safety Manager Refresher)
4-Hour Supported Scaffold User
OR
100-hour training program (such as an approved apprenticeship)
OR
“Prior Experience” (OSHA 30 more than 5 years old) plus 8 hours of safety training:
4-Hour Fall Prevention
4-Hour Supported Scaffold User

Expiration: April 30, 2019 (might be postponed to August 31, 2020)
Renewal: None

Supervisor Site Safety Training (SST) card

Qualifications: Must complete the following 62 hours of training:
OSHA 30-Hour Class
8-Hour Fall Prevention
8-Hour Chapter 33 (Site Safety Manager
Refresher)
4-Hour Supported Scaffold User
2-Hour Site Safety Plan
2-Hour Tool Box Talks
2-Hour Pre-Task Safety Meetings
2-Hour General Electives
2-Hour Specialized Electives
2-Hour Drug and Alcohol Awareness

Expiration: 5 years
Renewal: within a year preceding renewal, attend 16 hours of SST training:
8-Hour Fall Prevention
4-Hour Support Scaffold User
2-Hour Tool Box Talks
2-Hour Pre-Task Safety Meetings

TIMELINE OF ENFORCEMENT

BY MARCH 1, 2018

All workers must have one of the following three: OSHA 10 or OSHA 30 or a DOB-approved 100-hour training program.

BY JUNE 1, 2019

SST Second Compliance Date: All workers must have one of the following three: Site Safety Training (SST) card, Limited Site Safety Training (SST) card, or Temporary Site Safety Training (SST) card

All site safety managers, site safety coordinators, concrete safety managers, construction superintendents, and competent persons must have Supervisor Site Safety Training (SST) card

SEPTEMBER 1, 2020

SST Full Compliance Date: All workers must have one of the following two: Site Safety Training (SST) card or Temporary Site Safety Training (SST) card

All site safety managers, site safety coordinators, concrete safety managers, construction superintendents, and competent persons must have Site Safety Training (SST) Supervisor card
